Well, of course, "lady" can be used a proper formal nomeclature. As urban slang, they're both playful and relatively innocuous ways of referring to women. On a linguistic level, you can't use "chicks" to address a person or group (like, you can't go up to a group of girls and say "What's up chicks?"). Chicks may also be a little outdated.
